What is a Public Service Vehicle (PSV)
A motor vehicle used for the carriage of passengers for hire, reward or other considerations is deemed to be a PSV.

PSV’s to be licensed
No person shall drive or use any motor vehicle, or cause or permit one to be driven or used as a PSV unless it is licensed as a PSV by the Authority.

Any person who contravenes this requirement or drives or permits a PSV to be driven or used on a road shall be guilty of an offence and liable on conviction to the prescribed penalty.

Public Service Vehicle Permits
The following types of PSV permits may be issued by the Authority;

Taxi Permit authorises the use of a motor vehicle licensed as a taxi (not less than 4 and not more than 5 passengers) subject to permit conditions.

Rental Permit authorises the use of a motor vehicle licensed as a hire vehicle (not more than 8 passengers) subject to permit conditions.

Hire Permit authorises the use of a motor vehicle licensed as a hire vehicle (not less than 4 and not more than 8
passengers) subject to certain conditions.

Road Permit authorises the use of a motor vehicle licensed as a road service vehicle in respect of

  1. A road route license authorizes conduct of one or more road services for transportation of passengers and goods at separate fares on:
    1. A stage service
    2. An express service
  2. A road contract licence for transportation of passenger and goods on the basic of a contract.
  3. A carrier licence authorizes the user of a motor vehicle licensed as a carrier to provide passenger service between terminating points.

Mini-Bus Permits authorises the use of a motor vehicle licensed as a mini-bus (carrying capacity of not less than 8 and not more than 15 passengers) to ply or stand for hire in a base for which it is issued for carriage of passengers within, from or to that base.

Duration of Permits or Licences A road permit expires 5 years after the date of its issue unless surrendered or cancelled earlier.

Other types of PSV permits (other than road permit) expires 3 years after the date of issue

Transfer of Permits
A PSV permit may be transferred for any unexpired term if the permit holder;

  1. Has died or become bankrupt or insane or permanently incapacitated, including through terminal illness;
  2. Migrates
  3. Has reached the age of 60 years and wishes to retire from conducting the business and proposes to transfer the permit to;
    1. An immediate family member or
    2. A person or company with whom the permit holder has an existing business relationship involving the permit
  4. In special circumstances, the Authority considers it reasonable to do so

Cancellation or Suspension of Permits
A permit may be cancelled, suspended or varied by the Authority if conditions attached to the permit have not been complied with provided the permit holder is given adequate opportunity to be heard

Production of Permits for Examination
A holder of a permit must produce the permit for examination if required by a police officer or an authorised officer. Failure to do so may result in cancellation or suspension of the permit.

Re-issue of Permits
An application to re-issue a Permit must be made at least 28 days before the permit expires.

Other Responsibilities of Permit Holders

  1. A PSV permit holder must not allow his/her permit to be used by anyone else for the purpose of carrying paying passengers, unless approved by the Authority
  2. A PSV permit holder who intends to leave the country for more than three months must make arrangements with a nominated person to run his business, after prior approval has been sought and given by the LTA and
  3. A PSV permit holder intending to migrate to another country must either surrender his/her permit to the Authority, or, with the approval of the Authority transfer the permit to another permit.

 

BASIC REQUIREMENTS

Application form to be completely filled (all details entered).

Police clearance (CRO) - applicant to apply at any police station and result to be forwarded to LTA.

Details of other business or association with the holder of any PSV permit, including sharing of stand or other facilities.

Latest FEA, telephone or water Bill, rural applicants to produce confirmation of address from officer in charge of their Postal agency.

Two (2) recent identical passport size photos.

Original birth certificate (applicant to be 21 years and above).

Certified true copy of Passbook or latest three (3) months bank statement to be attached with the application form. If in possession of suitable vehicle - $1,050 x no. of application If not in possession of a suitable vehicle - $6,050 x no. of application. And/or confirmation letter from any reputable lending institution of approved amount and specific purpose stated.

Recent full medical report.

Original business plan and cash flow for 12 months. Certified by an Accountant

Original base letters (Originating & Terminating Points) with sketch map of both stand     Copy of receipt to be attached

For Limited Liability company- company registration certificate, memorandum and articles of Association to be provided. Application form to be stamped with common seal of company and signed by at least 2 directors of the company. (2 recent passport size of the Director)

Vehicle Quotation - if vehicle to be purchased upon approval of permit.

Trade in Value of existing vehicle from an independent registered valuer.

If existing vehicle to be used - suitability to be determined by LTA vehicle examiners.

Support letters from the public

Population census report of proposed area, e.g. Ministry of Health & Bureau of Stats.

Details of other PSV operating from the proposed base/area.

Load Checks on buses operating on the same route

Point Check list on all vehicles running on the same route

Details of current permits held by applicant or immediate family member [if any]

For civil servants must obtain letter of clearance from their Head of Dept. For Police Officers from Commissioner of Police/ FIRCA from Commissioner of Inland Revenue
